The Challenge
Whitebox Construction Management was tasked with delivering the redevelopment of Brickfields Sports Centre, a flagship community project for Plymouth Argyle FC. After receiving conflicting advice, progress had slowed. They came to SoilEx to realign the strategy with regulatory requirements and help get the project back on track.
The Solution
SoilEx provided technical and operational expertise, starting with a review of the existing scope and documentation to align with the approved remediation strategy. This identified the need for further site investigation, a Detailed Quantitative Risk Assessment (DQRA), and a Materials Management Plan (MMP) to maximise soil reuse. When the initial DQRA fell short, SoilEx facilitated constructive discussions with the Local Planning Authority (LPA), securing agreement for significant on-site reuse and reducing the need for disposal and costly imported fill. Where reuse wasn’t possible, SoilEx delivered a cost-effective removal strategy, managing the process end-to-end. Within two weeks, 203 loads of unsuitable material were removed with full verification reporting to demonstrate compliance.
The Result
The project achieved over £300,000 in savings by maximising on-site material reuse, with a further £100,000 saved through efficient hazardous material removal. SoilEx ensured full compliance with LPA requirements, unlocking project progress while delivering significant financial and environmental benefits.
